Clean up the passport office

I have been turned away by people at the passport office desk four times on some pretext or other which has given me an impression that the people behind the desk are there to keep us waiting forever. Last week for the fourth time I have been asked to 'come again' even after the suggested rectifications were made in my passport application.

My logical deduction says either the men who reviewed my form thrice before did not know their job or the fourth one did not and there were many like me.
