Emotions are high at KCC as city boss starts work

A row is brewing between the new executive director of Kampala City Council, Jennifer Semakula-Musisi, and staff who have been serving under the old local government arrangement. It is emerging that the city boss is sharpening her axe ready to make sweeping changes starting with human resource, a move that will see many staff lose jobs.
