Soroti - A man suspected of being a serial conman was arrested and found with 10 ATM cards, as he attempted to withdraw money from Centenary Bank.
Allan Sabin, who claims he is an engineer with a telecommunications company, was arrested Thursday, May 5, by bank officials at Soroti Centenary Bank while heading for the ATM booth.
According to police, Sabin has conned several clients of different banks across the country since last year. According to a statement recorded by Ms Okwii Latalya
