Arua - The International Committee of the Red Cross (ICRC) has withheld Shs210m that had been approved for the construction an office block and a disaster management centre in Moyo district. The ICRC held back the money after a standoff between Uganda Red Cross Moyo branch and four government officials over Plot 11, Republic Road in Moyo Town.
Uganda Land Commission leased out the land last year to Red Cross but the four, who claimed to be sitting tenants, refused to vacate the land
