I have often heard it said that Uganda has one of the best constitutions in the world. If this is the case, why is it that these good laws are not always implemented? The other day, I was urging someone to report a particular crime, however, he expressed the futility of doing so saying:
“In Uganda, the very people who make the laws are the first ones to break them and you have to understand that laws don’t work as well in Africa as they do in Europe and America.”
