Women in the West Nile district of Arua seem absolutely brilliant when it comes to one thing: conning General Salim Saleh out of huge sums of money. Four of them are on the run though after making off with Shs40 million each from Saleh, ostensibly to buy cassava from farmers in the villages of the greater West Nile region.
