Why do schools begin lessons as early as 5:00am?

There are several evolutionary challenges Ugandan schools are undergoing nowadays. Among them are the children entering classrooms as early as 5:00a.m and leaving them(classrooms) as late as 9:00p.m. I always see school buses fetching school children by 4:00a.m. Some of the children are still very young under the age of four. Is this fair to the
children?
