Karamoja - The newly-sworn in LC V youth councillor for Amudat district was on Wednesday evening found defiling a 14-year old P5 pupil at Tapac Primary School. The girl’s mother Jessica Mesiko led police to Emmanuel Locu’s room in Amudat town council, just a few metres from the police station, where they found him having sex with the girl.
Interestingly, a day earlier, Locu had sworn in and vowed to uphold the Constitution, which clearly debases and prohibits defilement.
