Scandal of abandoned children should be addressed

The vice of abandoning children is on the rise and is not being sufficiently addressed. I watched news on Bukedde recently and a baby barely a week old was being rescued from a pit latrine in which her mother threw her. This is just one of the many incidents that have been going on lately.
