Leaders should avoid ‘misplaced priorities'

Scouring through the foreign news pages I recently came across an article which indicated that the Ethiopian government had ordered and signed a deal worth US$100m to purchase 200 tanks from a Ukrainian arms manufacturer, Ukrspecexport SC, ostensibly to ‘beef up its army’s security in the hostile Horn of Africa region’.
