What keeps holding Justice?

I keep wondering why sometimes justice takes long to be achieved in the country. I wouldn’t want to sound offensive but government needs to improve on efficiency in the judicial institution. On many occasions we witness petty thieves and criminals being judged fast and hare and sent to prison for some good years, but those who commit huge offences are quickly given bail and their judicial ruling takes long to be finalised as more and more ‘investigations’ are done.
