The government on Monday failed to take over management of Uganda Telecom as had early been proclaimed, meaning the company effectively remains in the hands of the embattled Libyan government of Muammar Gaddafi. Last week, the Minister of Information Communication Technology (ICT), Aggrey Awori, announced that government would invoke its regulatory role to impose an oversight regime on the company by appointing a new board of directors by Friday last week. It did not happen.
