The two principals running Uganda’s external spy agency, ESO, and a host of their subordinates are in office illegally, an investigation by The Razor reveals. Mr Robert Masolo, the ESO Director General, and his deputy Emmy Allio have been operating without valid contracts for more than two years, while several of their agents have been executing crucial assignments without any contracts.
The contracts of both men expired on May 28, 2009 and have not been renewed by
