Is population growth the real problem for Uganda?

“Uganda at 33 million: time to act” was the theme for Uganda’s national celebrations of World Population Day (11th July) 2011. The most immediate question that comes to my mind is: act in what way? It seems to me that this theme is located within the debates of population growth in relation to development.
